I have written quite a bit on art supplies, such as a list of my favourite supplies, how to choose watercolour supplies as a beginner and the best watercolour supplies for a beginner.
However, if you have very limited resources and can only splurge on ONE item, I would definitely recommend getting 100% cotton paper. You can always get cheaper brushes, like a Pentel or Kuretake water brush and student grade watercolour paint. But having good quality paper truly makes ALL the difference in your practice.
You will be able to see the difference in your painting practices once you switch to a better paper. Here are some of my favourite cotton papers that I use for my work.
